The Requirement Changes at Every Boundary
Many municipalities in this county require a point of sale inspection before a property can transfer. Many do not. Among those that do, some inspect the exterior only and some the interior as well, some require escrow where violations remain and some accept an affidavit, and the fees differ substantially.
None of that follows a pattern you could infer. Two adjacent cities can sit on opposite sides of it, so the answer is a call to a building department rather than a guess. The rules themselves are on our page covering housing court and the sale.
And the Court Only Covers the City
Cleveland Municipal Housing Court has jurisdiction over violations of the City of Cleveland's codes. The suburbs prosecute their own code cases through their own courts, and the approach differs.
So an owner needs two answers rather than one: which municipality has the address, and what that municipality requires both before a sale and while the property sits damaged.
